In ZATCA’s clearance model (Phase 2, enforced in waves from January 2023, covering the majority of VAT-registered businesses from Wave 24 — June 2026 onwards), every B2B invoice must be submitted to ZATCA’s Fatoora platform, cryptographically signed and cleared, before it can be delivered to the buyer. Non-compliant invoices are invalid for VAT input credit purposes — a direct commercial and legal risk for buyers who accept them.
The operational flow: invoice generated in SAP Finance as XML (ZATCA UBL format) → cryptographically hashed and signed with ZATCA-issued certificate → submitted to Fatoora API (real-time, within ~5 seconds) → ZATCA clears and stamps → cleared invoice with QR code delivered to buyer. Every invoice posting now has a real-time compliance checkpoint.
The SAP implementation in practice
SAP delivers ZATCA capability through a dedicated Note package and the SAP e-Invoicing solution for Saudi Arabia.
